Bluetracker to Launch MRV Module That Includes Data Validation and Plausibility Checks to Insure Compliance with Data Quality of MRV Reports
The fleet performance solution, Bluetracker, introduces a module to the maritime market that is tailored to the new EU regulation "Monitoring, Reporting and Verification" (MRV). The MRV regulation applies to all ships of more than 5,000 GT that enter EU ports as of January 1, 2018.
The new Bluetracker module generates MRV-compliant emission reports, whereby the incoming ship operation data is continuously verified in real time in terms of data plausibility and completeness. Bluetracker thus provides support to ensure a high level of data quality.
The MRV regulation attaches special importance to the data quality of the annual CO2 emission reports – starting in 2019, verifiers can reject the reports due to incomplete or inaccurate data and consequently delay the issuance of a Document of Compliance (DoC). This could result in restrictions being imposed against a ship if no corresponding DoC can be provided during a port state inspections.
Ship owners and managers must submit the ship-specific MRV monitoring plan to an independent verifier of their choice for approval by no later than August 30, 2017, including the designation of two methods of CO2 data collection. Among other things, the MRV monitoring plan includes a description of the method for ensuring data quality that is as uninterrupted and faultless as possible.
To avoid the complex preparation or subsequent processing of the operational data compiled from ship operations during the reporting period, the creators of Bluetracker have integrated an advanced Data Validation Engine in the MRV module. Under this system, the incoming data can be automatically checked on land in real time for physical and ship-specific limitations, as well as for machine characteristics, consumption curves and hull performance models. In addition, the reports are checked for their chronological order and consistency to ensure there are no time gaps or multiple entries. An automatic notification function alerts the crew and superintendent on land if errors exist.
The Data Validation Engine still continues automatic self-logging. The resulting detailed messages about calculation and validation rules, which are generated, make it possible to determine the source of an error through a drill-down procedure.
The consistency of the reporting data also depends on the type of data collection and whether a pre-validation check already occurred upon input, such as is the case with the manual reporting tool of Bluetracker.
In addition to the manual and automatic Bluetracker data collection systems, the web-based Bluetracker MRV module can also be combined with other reporting solutions in which the data is exchanged via a standard interface. It is therefore unnecessary to replace an existing reporting solution.
